contracts: rename transport publish metadata

- Replace the retired publish proxy protocol crate in contract metadata.
- Classify the transport publish protocol crate in deferred publication coverage.
- Keep coverage and manifest metadata aligned with the renamed workspace crate.
- Validate with fmt, targeted protocol checks, tests, and contract validation.
