transport: rename publish protocol crate path

- Move the transport publish protocol crate into crates/transport_publish_protocol.

- Update the workspace member and dependency path to remove the legacy directory name.

- Keep the package identity as radroots_transport_publish_protocol.

- Validate the renamed crate with cargo test --package radroots_transport_publish_protocol.
