ios: qualify durable local cancellation

- Cancel the newest cancellable qualification draft on a physical device.
- Assert the typed cancelled state replaces active local work.
- Relaunch the application and prove the cancellation remains durable.
- Preserve any already-verified remote media effect without rewriting it.
