build: align sp1 proving feature

- rename RHI SP1 proving dependency wiring to sp1_proving
- keep proof-smoke and validation receipt proving behind the explicit feature
- preserve provider-neutral RHI feature ownership
- align with the rr-rs verifier and prover feature split
