docs: describe discovery conflict handling

- update discovery sync commands to describe grouped live handler state instead of a single latest event
- document the conflicted lifecycle state beside missing matched and drifted
- note that refresh refuses conflicted live state unless the operator passes --force
- keep the runtime audit description aligned with compare conflict skip and publish behavior
