build: bind the qualified NIP-46 dependency graph

- remove lock state from newer unpinned sibling logging work
- preserve the approved public radroots_nostr contract graph
- keep standalone locked validation reproducible at the exact pair
- isolate concurrent lib commits from the NIP-46 handoff
