sqlite: pin bundled SQLite runtime

- add a private libsqlite3-sys patch carrying verified SQLite 3.53.3 source
- move SQLx users to sqlite-bundled with SQLx 0.9 query safety fixes
- remove the disabled SimpleX SQLCipher store runtime branch
- keep rusqlite users on the shared patched bundled SQLite path
