nostr: close Blossom feature dependencies

- make the Blossom surface enable its event implementation dependency
- preserve the focused portable protocol boundary without live networking
- update the package-boundary assertion for the corrected feature graph
- verify format, feature checking, tests, doctests, and strict Clippy
