sdk: guard production warning hygiene

Add SDK source-boundary coverage that rejects production allow(dead_code) suppressions in the SDK runtime source tree and update the lockfile for the shared relay transport runtime dependency.

Validation: cargo extbuild run -- cargo fmt --all; cargo extbuild run -- cargo test -p radroots_sdk --all-features --test source_boundary sdk_sources_reject_production_dead_code_suppressions
