docs: enforce explicit sdk cohort
- synchronize the lib specification with the user-directed SDK 0.1.0-alpha cohort
- record every SDK Rust crate and internal Radroots dependency at the exact version
- preserve standalone repository boundaries without merging lib and sdk histories
- keep protocol wire schema and persisted format versions independently governed
