sqlite: use registry bundled runtime

- remove the local libsqlite3-sys workspace member and Cargo source patch
- lock libsqlite3-sys 0.37.0 to its crates.io checksum and bundled feature route
- govern registry provenance through versioned release and successor contracts
- simplify Nix dependency builds and verify the standalone event store
