test_fixtures: pin package metadata

- Makes the fixture crate version explicit for path dependency consumers.
- Pins OSS license, repository, and homepage metadata on the package.
- Prevents outer workspaces from leaking private package metadata into this crate.
- Keeps the fixture package aligned with the rest of the core library workspace.
