contracts: classify mesh agent client

- Add radroots_mesh_agent_client to the coverage contract's required crate inventory.

- Add radroots_mesh_agent_client to the deferred publication manifest tier.

- Keep the preview mesh-agent client unpublished while making workspace inventory complete.

- Restore cargo xtask contract validation for the Transport V1 final gate.
