fix(build): align runtime prerelease version

- use the approved 0.1.0-alpha version for every Rust crate
- keep the desktop artifact on the same semantic prerelease
- update native ABI smoke expectations to the exact runtime value
- preserve the numeric macOS installer mapping required by jpackage
