merge: reconcile canonical relay authority

- Merge the current public Lib master into the service-hardening history.
- Preserve canonical relay read-write behavior across mobile and SDK surfaces.
- Normalize libc metadata for contract-parser compatibility.
- Verify affected tests, contracts, Clippy, and rustdoc through extbuild.
