tera: relocate the non-default wasm wrapper
- preserve the verified wasm wrapper history and license provenance
- isolate unchanged build metadata from native runtime dependencies
- keep the wrapper outside default mobile members and dependency closure
- verify wasm compilation, native behavior and default-member rejection
