ios: automate Blossom outage recovery
- Factor the remote photo composer into reusable device-test helpers.
- Prove an unavailable Blossom endpoint preserves an unverified draft.
- Reopen and retry persisted media after the remote endpoint reconnects.
- Retain background and process-restart coverage in the primary upload path.
