ios: resnapshot recovered observers and coalesce updates

- Refresh current local state after subscription recovery and typed gaps.
- Coalesce fixed domains with one supervised worker and a final pending refresh.
- Preserve scoped startup inventory, upload reconciliation, and media paging.
- Verify actual stream recovery, notification storms, and negative regressions.
