transport: guard status message shape

- Ban the removed proxy transport literal in transport source-boundary coverage.
- Guard exact Reticulum unavailable message witnesses.
- Guard the Reticulum preview status deduplication branch.
- Validate with CLI fmt, check, and focused transport tests.
