test: qualify macOS window chrome integration

- Exercise safe-area bounds through the production identity lifecycle
- Pin refreshed macOS golden digests in governed design evidence
- Preserve fail-fast host policy across bootstrap and dashboard states
- Verify governed checks, development preparation, and host packaging
