test: harden packaged health deadline

- Align the positive TestKit fixture with the existing immediate-failure budget.
- Preserve the explicit one-second timeout rejection vector unchanged.
- Prevent host scheduling pressure from misclassifying a healthy fixture.
- Retain the production health deadline and runtime contract unchanged.
