policy: align exact Rust source allowlists

- Permit the canonical public Radroots library Git source.
- Retain the exact rust-nostr source already used by the lockfile.
- Preserve unknown registry and unknown Git source denial.
- Verify Cargo source policy, licences, and formatting.
